Who We Are
Established in 2025, the Hummingbird Initiative is a community-led neighborhood safety and rapid response network rooted in Saint Paul’s West Side (ZIP Code 55107). Coordinated by the West Side Community Organization, the initiative was created to ensure that West Side residents have access to trusted information, legal resources, community support, and rapid response networks during times of uncertainty and crisis.
The West Side has always been a neighborhood built by immigrants, workers, and families who look out for one another. When our community faces challenges, we respond together. The Hummingbird Initiative brings neighbors together to share accurate information, strengthen community preparedness, train residents as Constitutional Observers, and ensure that no family faces fear or isolation alone.
Like the hummingbird—small but courageous—we believe that collective action creates powerful change. Through community education, rapid response coordination, legal observation, and mutual support, we are building a safer, stronger, and more connected West Side.

We envision a West Side where every resident and family can live with dignity, safety, and belonging. A neighborhood where neighbors are informed, connected, and empowered to protect one another; where immigrant families can thrive without fear; and where community leadership, solidarity, and collective action strengthen our shared future for generations to come.
Mission
The Hummingbird Initiative brings together residents, community leaders, organizations, and volunteers across Saint Paul’s West Side (55107) to build neighborhood power through education, rapid response, community preparedness, and civic engagement. We work to ensure that all residents have access to trusted information, support networks, and the tools needed to safely exercise and defend their constitutional rights, strengthen community resilience, and create a safer and more connected neighborhood for all.
